BSIC : comment un demi-milliard a été détourné, quatre personnes dont trois femmes arrêtées
Le chef d’agence de la Banque sahelo-saharienne pour l’investissement et le commerce (Bsic) sise aux Parcelles assainies, O. Kane, deux caissières, A. N. Sène et N. K. D. Fall, la responsable des opérations, M. Gaye et un client de la Bsic du nom de El. M. L. Ndiaye ont été arrêtés suite à une plainte déposée le 9 janvier dernier à la Division des investigations criminelles (Dic).
Selon L’Observateur, la direction générale de l’agence a actionné les limiers après qu’un audit interne a révélé une escroquerie portant sur près de 500 millions de francs CFA, poursuit la source.
Selon le mode opératoire révélé par l’audit, détaille L’Obs, la première caissière a effectué en 2023 neuf (9) versements fictifs pour un montant de 392 millions avant que la seconde n’entre en jeu en usant du même procédé, à travers sept (7) versements fictifs pour un total de près de 366 millions.
Des sommes fictives créditées dans le compte bancaire de leur complice et client de la Bsic. El. M. L. Ndiaye, guidé par . Kane, n’avait plus qu’à effectuer les retraits en espèces. Selon l’audit, le mis en cause a même procédé à des paiements par chèques en faveur du Percepteur de Dakar, de la Société africaine de raffinage (SAR), et émis d’autres chèques au profit des nommés M. Sène, M. Diop, A. Dieng et S. M. Diaw.
Face aux enquêteurs, le chef d’agence a tenté de se tirer d’affaire, en déclarant n’avoir jamais ordonné de telles opérations aux deux (2) caissières. Hors d’elle, A. N. Sène a tout avoué : « Le client S. M. Diaw n’a jamais encaissé le chèque de 50 millions. Il est fictif, et nous l’avons établi sur les instructions du chef d’agence. Il m’avait demandé d’enregistrer et de fractionner un versement fictif de 365 865 031 F CFA sur le compte bancaire du sieur El. M. L. Ndiaye. »
Elle ajoute : « C’est la responsable des opérations qui m’a remis des chèques appartenant à El. M. L. Ndiaye. »
Également entendue, la seconde caissière a reconnu avoir utilisé les mêmes chèques pour « comptabiliser des retraits fictifs, en imitant les signatures de gros clients comme M. Sène, M. Diop et A. D. M. Dieng ».
Les mis en cause, poursuivis pour les délits d’association de malfaiteurs, retrait frauduleux, faux et usage de faux, usurpation d’identité, accès et maintien frauduleux dans un système informatique, blanchiment de capitaux, vol au préjudice de leur employeur, ont été tous déférés.
